This record is a mess.  Residences were recorded in Arkansas, not Missouri.  License was issued, but marriage certificate and certificate of record are not completed on this page.  I don't know who Louis Edward Waite or Frances Clara Graham are supposed to be, or why their names are on this document where Lawrence Pulley and Dorothy Roberts Graham are supposed to be.   They didn't live in Arkansas as far as I can determine.  But this may have been in Hot Springs, Arkansas, which is now a vacation spot and may have been at that time, as well.
